Takeoffs at PHX are not difficult. The problem they have with temperature is that the aircraft performance data only goes up to a certain temperature, often 50C/122F so when the temperature exceeds that amount they can't takeoff for lack of data. The airplane would takeoff, and clear the mountains, just fine but there's no data from which to calculate the maximum takeoff weights.
