If your wife is currently silver, yes the elite bonuses will continue through the end of February.

Most partner flights are eligible for the elite bonus. In most cases, a CO boarding pass is not important. There are exceptions. IMO, your best bet for accurate answers on that issue would be to consult the eilte members guide.
