I think it would be more sensible for the U.S. to deal with Haiti as Israel dealt with Turkey (or, more specifically, Istanbul). When Israel was disatisified with security it disallowed flights into the country.

After all, if you suspect that a country is not checking sufficiently well for terrorists what is the point of allowing a flight from that country to come in over your cities?
