Rule 240 does exist - it's not regulated, but it exists in the contracts of carriage of some carriers. You can often find a rule 240 in the contract of carriage in its full form. For example, NW's and UA's PDF versions of their contract of carriage both have "Rule: 0240" which refers to passenger rights when there is a "Failure to Operate on Schedule".
