The above fares for an infant relate to the case where the baby sits on the lap of the adult, and does not occupy a seat (unless the seat happens to be vacant).
If a ticket is bought for an infant to occupy a seat, my understanding is that the fare will be 50% off the adult fare. I know, as when my child was less than 2, I often booked a half-price ticket for her.
