There's only one LCC ex-KUL: AirAsia. They fly to both BKK/MNL.

Thai AirAsia is scheduled to launch BKK-HAN/SGN by Q3, I think. Bangkok Airways used to fly to SGN but not anymore

Have you looked at Tiger? They are ex-SIN and fly to BKK, HAN, SGN and MNL.
