It is indeed different for international than domestic. As others have said, you have to check the specific fare rule to see if it allows changes at all. Then if it does, whether it allows upgrade to a higher fare ... with or without penalty. I don't know the fare basis code for this specific case, but I would imagine that's what the OP is running in to.
