Have you been to both places? TJ has a whole sub-society of people who prey on tourists. It is blatant and in-your-face and many of the cops are in on it. Always cover your bases when you cross into TJ and if you are smart you will keep heading south on the toll-road.

In Cancun you live in the restricted hotel zone which is almost like being in America. And when I've driven out of CUN to Tulum, Xel-Ha or Chitzen-itza I have always encountered friendly trustworthy people. In other words, normal Mexicans or Mayans who are not out to get me. Plus I drive at less crowded times to avoid any traffic. If you want to visit these great Yucatan tourists sights, leave by dawn at the latest and return in the very early afternoon. You will miss the mass of tourists and have the roads pretty much to yourself.

P.S. Watching the sun rise from the top of Chitzen-Itza is a singularly spritual experience.
