You don't. The airline does. I don't see anyone here suggesting that passengers take matters into their own hands and remove the 'undesirables' (whosoever they may be) from the cabin.

If BA really wanted to, I'm sure their lawyers could find someway to write "FIRST is a quiet area; if our cabin crew decide that you're pestering the other passengers, you're going back to 48G and there's nothing you can do about it" into some ironclad legalese. That's obviously an extreme example.

I have no idea what that is supposed to illustrate.

Voyager 1 is about 14.2 billion kilometres away, Voyager 2 is about 11.5 billion kilometres away and the entire Voyager programme only cost $875 million in 1970 dollars! What a bargain - a much cheaper way to send a gold-plated copper plaque than the Royal Mail...
