I have changed flights at the airport (at ANU) without problem. I think it is solely at the discretion of the check-in agents. There is certainly nothing in the system which prevents them moving you to a different flight. I am not sure whether or not there needs to be availability in the relevant fare bucket on the new flight; I suspect not as they were happy to agree to move me without bothering to check specifically on award availability.
