It depends on what you mean by 'can'. He is allowed by law and most airline policies to sit by himself, although at that size I would strongly suggest tucking a blanket around him. You are equally allowed to bring a car-seat onboard and strap him in. The one thing you cannot do, of course, is to hold him in your lap.
