In pre-911 days was it acceptable for people to ignore crewmember instructions when another passenger wanted to access the tray table that the first passenger was selfishly blocking?

I have a secret fear. That Sharper Image will develop some sort of telecoping rod that PAX can use to block the PAX in front of them from reclining their seat backs. Do you think this is possible? I hope not!

Please search on google for knee-defender. This great product was banned by UA because the reclining passengers kept breaking chairs because they paid NO attention to the fact that their seat wouldn't recline.
