Like everything else having to do with the TSA, it depends. I've crossed between the terminals with no problems at times, while at others it's considered a major security breech (even though you're crossing between two sterile areas). It's all up to the discretion/attitude of the TSA screener sitting at the door between the terminals. It helps if you have boarding passes for each terminal.
