Most aircraft on not speed restricted by ATC during cruise. It happens occasionally not it's generally just for a short period of time in situations were altitude can't be used for separation or for sequencing two aircraft headed for the same destination.

The airlines are already planning their flights for best economy speeds. Slowing down further would increase total fuel burn.
