Outgoing postage ... never used. Where I have used it on several occasions is picking up documents, and other items at QP's during, after and before my travels (eg. swapping car keys with partner, getting the office to courier things I need or have forgotten to take etc). I too thought it being more than just based on security, as anything has to be security screened before getting into the QP. If such an issue I'd be even prepared to pay a few $$ extra to pay for extra screening (such as compulsory residue testing in addition to the xray).
