The more expensive one - has a softer hand, fabric drapes nicely, fits better, has a better range of colors, launders better, lasts longer. And I feel better dressed, so project more confidence.
I think the basic elements of cosmetics are the same. Even with the exact same label, though, there is a difference between drug store generics and upscale brands, in the feel, in how long the product lasts, but maybe not in the effect on the skin.
I just had a free consult with a group of esthecticians attached to my dermatolotgist's office. They are recommending all LaRoche-Posay products, which I see on eBay for half the price the office would charge.

I think it's all marketing which separates expensive gunk from drug store gunk. Mary2e's mother's example of using Oil of Olay is proof enough for me. I imagine her mother was also conscious of the damaging rays of the sun.
