According to my blood bank, it's permanently disqualifying. The ban only applies since 1980, I lived in Germany for a couple of years in the 70's, and that doesn't affect my ability to donate. That said, the rules could change in the future as more info becomes known, or better tests are developed.

Several Rx drugs are permanently disqualifying also.
