In 2004 I didn't have a problem getting low upgradeable fares. This year seems to be much different though. Beginning of August is, of course, the worst, as prices take a dive after August 15 or so. I suppose I will just have to suck it up.

I suspect you're right on here. When it comes to lowest price, UA isn't even close.

Into Europe however, I haven't seen the same at all - except for the nonstop LAX-LHR flight
Unfortunately, on everything I've been checking UA isn't competitive price wise here either. LH and AA seem to come in far cheaper on flights to Europe.
