People have been getting good Priceline rates for the 5* Intercontinental - see BFT and BetterBidding.
Cordelli wrote "...not a modern business place..." meaning they don't want such a Sheraton type modern hotel.
The Hassler Villa Medici would be a perfect hotel, just next, on top of the Spanish Stairs ... but very expensive.
The most luxurious hotel in Rome looks out over the Triniti dei Monti stairs, where great tradition, prestige and elegance join together with careful attention for the guest.

I also would try Priceline as mentioned above or HRS.com
Regarding their request, they need at least a 4-star hotel ... minimum Euro 150, probably more ... and some 4-star hotels are not that great, so better a 5-star or 5-star L ... Euro 300 and more. There are 17 5-star L hotels in Rome!
