Fair, but you cannot pay in USD as that would be illegal...
The best course of action is simply to contact the US-based customer relations department after your stay is complete and ask for a refund of the difference, just like you did. If the hotel refuses to compensate for the difference, the chain will usually issue a cheque themselves...
