As this is Zone 1 to Zone 2 connecting flights are charged at 7500 or (X1.5 Cash&miles) so unfortunately the DC agent is correct.

If it were a flight Zone 1 to Zone 3 any connections would be included and therefore you would not have extra to fork out.
