Some fares that have an I in the fare basis are only allowed from IAD (Dulles). They are much lower and are designed to compete with Independence Air which only serves IAD.

I've seen AA reject ticket holders showing up at DCA with both IAD and BWI tickets unless they are prepared to pay the difference.
