What's up with that? I generally don't tip in places you get free drinks, 'cause generally it's self serve such as the NW WC, the intl UA RCCs, the LH SEN lounges. But at the places where there is booze for pay such as domestic RCC, I always leave a tip even if I have a comp coupon. So why do they charge here for certain spirits but can't take tips?

I think its company policy. FA's can't take tips either.
The Safeway down the street from my office has a Starbucks in it thats manned by Safeway employees. No tipping allowed their either.
