BA and AA, for example, give certain tier-status members additional award inventory on each other's flights; perhaps he expected that AA and/or especially BA would have a similar relationship with Qantas for extra award inventory.

Some FTers have suggested that SkyTeam provides extra award inventory group-wide for certain tier-status members across the "partnership". Perhaps some expect OneWorld to have such arrangements "partnership"-wide too.
