Depends on where you live and where you want to fly!

Domestically, NW is great if they go where you go. Free upgrades kick in pretty low.

Basically, I guess anyone that gives free upgrades at the 100 hour mark for top-tier would be great for me, though it can be tough getting their. So mid-tier free upgrades is even better!
