I've done this several times. You have to educate some of the CSR's that this is allowed. BTW, an alternative way to get to IAD from DCA is by Metro to West Falls Church and then bus. The bus doesn't run into much traffic from WFC to Dulles. May be faster than car on a Friday afternoon.
