There was a thread on this a while back, and I believe the consensus was that it is allowed in most cases, even though the fare you're on may not even be offered ex-DCA. Do you have enough time between the DCA flight you want to try to stand by for and your original IAD flight to make it back to IAD (or to stand by for a later flight out of IAD) if you aren't successful at National?
