They are legit. However, you have to pay the prevailing rack rate to use them. Often it's cheaper to book the hyatt.com rate, or use one of their current specials rather than book rack.

I had one last year - it was issued by Mastercard (I think). These may have different T&C than the one I had, but I doubt it.
