Have been to both and would advise Yemen. It's definitely not as dangerous as it's made out to be though it is wise not to travel outside major towns unguided. Sana'a is a UNESCO World Heritage City and is like nothing you've ever seen before. If you go to the South, try to visit Shibam, the Medieval high-rise oasis.
