That is true. Most CO flights operate with every FC seat filled. As a last minute traveler, you will generally be at a a disadvantage vis-a-vis Elites with advance plans who have picked up most of the seats three days before flight.
CO however, is scrupulous about waitlisting the full fare passenger at the top, so if there is any no-show, he gets the seat.
