I agree that the policy 'currently' is that there appears to be no policy.

At one time there must have been a policy tho.

There is a list in a manual of the cities the FA's ARE NOT permitted pre-flight booze to be served. I do not recall what it was (it was a wierd airport). When the FA offered jiuce or water or coffee and passenger asked for a drink and was told at 'this station I cannot serve drinks'. He asked to see where it said that in writing, and had to eat his words when the FA showed him the manual. It must have been a city I comutted regularly to, since most FA's DID NOT serve drinkys while some did. Not sure the rule changed ..or some had not read the manual.

So there is a manual someplace!

Guess like all things, you follow the manual or you dont!
