Government Rate - Points?

My understanding with government rates is that points/stay credit is rewarded for a stay. However, after booking rooms at Westin Kierland and Sheraton Wild Horse Pass (Phoenix, AZ), both online confirmations say "NO AIR PTS/MILES RTE". I'm not sure if this is refering just to no partner airline miles or also no SPG points as well.

I did a quick search and found this: http://www.flyertalk.com/forum/archi.../t-175688.html. I'm not sure if things have changed since then. According to this 12/2003 thread, all government rates are eligible for SPG points/stay credit.

Anyone have any experience with this? Thanks in advance.
