Room to get better, perhaps, but I'd prefer Starwood release the list even without 100% certainty than hold it back until the start of a quarter to be absolute double dog dare sure that a property is going to stay in.

Although in the future Starwood might ask properties not just whether they plan to participate but also if they "cross their heart" and then check whether they're crossing their fingers while promising...

All in all, though, given that properties aren't required to participate in cash & points I certainly don't want to change anything that would discourage them from doing so.
