The reason being (I think) that technically paying with a voucher is not a money exchange from you to AA, but instead merely a transfer of funds WITHIN AA's bureaucracy (since the voucher is not cash in your hand, but instead a credit in AA's systems).

Therefore, if the entire value of a ticket can be covered by a voucher, you technically have not "paid" AA anything, and thus, some taxes do not need to be collected.
