Luggage is fine - they can check it through from EDI, and you don't need to clear customs for checked luggage until you reach your final destination (even if the last leg is intra-Schengen).

As for the new EU regulation - I thought it only applied to flight delays, cancellations and denied boarding, not luggage delays?
