I hear that mini-cabin on the 747 in business class has less pitch. I was in Row 6 and certainly felt more cramped than on Rows 15-18 upstairs.

That said, empty rows won't necessarily always stay empty. Revenue or non-revenue standby passengers can easily fill up an empty lower cabin (which does tend to be filled up last as upper deck are perennial favorites).
