I can't be sure. But the BA website now says:-
All customers via Manage My Booking (from 24 hours before scheduled departure time)
The imminent change was first reported in the BA forum in this thread. As recently as 6 March, I was unable to do it at -24h for a non-BAEC friend. But there has been a more recent report that the change has now gone live, as the website change now suggests.

The unavailability of seat changing has been the exception rather than the rule for me. But even if you can't pick your own seat, if you don't already have pre-allocated seats then the very fact of doing OLCI gets you allocated seats out of the pool that are available at the time. The one thing that is sure is that the pool will be smaller as time goes on, so earlier is better.

In my (limited) experience of NCW, if you're a couple there's nothing really special about 63 because the window seat still has to climb over an aisle seat to get out. The footstool means that the theoretical extra leg room in front of the 63 aisle seat is merely theoretical. 64 would be better for a couple because the window seat can get out without climbing over anyone.
