In the eyes of the DOT and the SEC, Song does not exist and therefore is not wholly-owned by DL. Song planes are simply DL planes with different paint and amenities. Song is a marketing tool, not an airline. You'll notice Delta Shuttle numbers are never broken out either. Like Song, the Shuttle is a marketing tool designed to serve a particular niche.
ASA and Comair are different. While they are wholly-owned by DL, they operate on their own flight certificate. This makes Comair and ASA separate airlines in the eyes of the DOT.
