Not sure in this case, but I would guess one of the following.
1) It is normal for more seats to be sold than are available, so you could see Y9 but no available seats. I'm guessing that UA closely monitors no-shows etc and overbooks flights to maximize them leaving 100% full
2) You are looking at united.com
