No it's not, as it slows boarding with the military checkpoint. I'm not just referring to size, but weight. A small bag weighing 18 pounds gets tossed by the LH police just as often as a 22" roller.
Anything larger than 22" or over 25lbs, i can understand. When they start frowning at women's purses, that's just a wretched airline operation.
