What I suggest, not necessarily to you, but to anyone who is interested in having these forms available at MSY Terminal C is to write your complaints to the airline or airlines that service that terminal. This is especially effective if you are members of the platinum, silver, gold, exective or whatever club the airline offers. It's the end-around strategy of getting TSA off of its fat bureaucratic ... by exerting pressure through the people who will respond to you because you are their paying customer. It should also draw interest from the FSD as to why this particular terminal is not marching in step with other terminals across the country.
Well, I can tell you what American Airlines says -- not much:

The airline industry, our government and international governments are working in mutual cooperation to ensure the safety and convenience of all airline passengers.
Your confidence in us over the years has not been misplaced. I hope this one unfortunate experience will not discourage you from traveling with us again. We are eager to provide the dependable service you expect from American.
I did not receive a follow-up from AA, no response from the TSA, and have not seen any improvement in the numerous deficiencies at MSY.
But I'll keep trying. I find it therapeutic.
