Question NW PK012: can't use CO-operated, NW-codeshared flights?

I have a NW PK012 discount that I'd like to use to fly SAT-YVR and back I've found an itinerary that works well for me, but it involves CO-operated, NW-codeshared flights on the outbound portion of the trip. Unfortunately, I can't get it to price out correctly even though all flights are showing the required T" fare bucket.

A NW agent suggested CO-operated, NW-codeshared flights are ineligible for this offer. But I don't see anything in the rules that excludes these flights, except perhaps this:
5. Routing - Travel must begin and end in the 48 contiguous United States. All travel must be via the routes of NW/KL in which NW/KL publishes Coach Class fares.
NW clearly publishes fares on NW #6778/7904 (also CO #778/1904) from SAT-IAH-YVR. Was the agent correct in telling me that these NW-coded flights would not qualify for the discount merely because they are CO-operated?
