1. That rule about non-accumulation of miles/points has changed for many government employees (and specifically for US federal ones).
2. That rule doesn't apply to people who are in the private sector working on government relations.
3. That rule doesn't apply for most employees of most governments in the world.
4. That rule did not apply to personal travel.
On December 28, 2001, the President signed into law S. 1438, National Defense Authorization Act for Fiscal Year 2002. Section 1116 of this law authorizes Federal employees to retain promotional items, including frequent flyer miles earned on official travel. The amendatory language to the FTR and FPMR is not in effect until a final rule(s) is published in the Federal Register which should take place in 30-60 days. The law essentially states that an individual who receives a promotional item as a result of using travel or transportation services obtained at Federal Government expense or accepted under 31 U.S.C. 1353 (sponsored travel), may retain the promotional item for personal use if the promotional item is obtained under the same terms as those offered to the general public and at no additional cost to the Federal Government.
