What I meant was, upon collection, they are tracked with the necessary information (name, dates of stay, GP number, and some property information). Obviously they are a transferable certificate due to the lack of information printed on them, as you stated. I thought I would reiterate that there is an aspect of tracking to these certs, despite what another poster mentioned above.
