If I'm reading this correctly, the MNL airport administration doesn't want airlines to operate their own lounges in the terminals and instead wants all qualifying passengers to use the airport-operated lounge, is that correct? Excuse my ignorance, but what's the rationale behind this? I've never heard of such a thing, so just wondering...
