No VPN needed with foreign SIM cards unless you are on WiFi. Your data cap and throttling on AT&T will be the same as it is at home. I have the Unlimited Premium so I won't be throttled no matter how much I use, if I use the AT&T International Day Pass. Note that if your billing cycle resets in the middle of your trip you'd pay for more than 10 days, even if your trip itself is less than 1 month.
