I imagine the reason guests don't take them is as simple as the OP's question - What is this thing? Google search yields this:
The
HID BluFi-AC00 is an AC-powered Bluetooth Low Energy (BLE) to Wi-Fi gateway that acts as a bridge between HID BEEKs beacons and the
Bluzone cloud. It plugs into standard wall outlets to monitor and manage BLE devices, enabling real-time location services, condition monitoring (temperature/vibration), and IoT functions, often used in hospitality and industrial environments.
So unless the guest knows what the device is, and has a practical use for a bridge between BEEKs beacons and the Bluzone cloud it's hard to imagine why someone would remove it from a room. There's likely more frequent theft of towels than of these devices.
