Historically these promotional rates are good at any participating outlet.
Great value hotel however customer service nor accuracy has never been their A game @ Rio (sigh)
I have had meals (Lunch and dinner) at their various outlets before using these credits easily.
I thought the same but didn't want to argue before I got clarification and the front desk lady seemed pretty adamant. Here's what my concierge said:
"Those are 2 entirely separate things. Your complimentary Globalist breakfast should be honored as this hotel does participate. The $25 food and beverage credit is a promotion the hotel offers, and the credit can go towards lunch, dinner, etc. They should not be withholding your Globalist benefits for that credit as the credit is NOT breakfast specific. "
