When we moved to Rome for a year, we found a nice apartment in the quartiere africano: good public transport, easy shopping (incl. a mercato), close to the GRA, safe, and schools (my son was 15 back then), and close to parks (for our dog). The only problem was finding a parking spot, so we finished renting a space in a garage (not so expensive). But I'm certain that most neighbourhoods in Rome are fine with only a few exceptions (e.g. Termini area).
