It would certainly be a distinction and added exclusivity for Titaniums. It is interesting to carve out Atmos Titanium, so no OWE access. That could be seen as a downfall for Emeralds of other frequent flyer programs as well as Atmos Platinums. Perhaps a bit of an overkill for the limited number of Suites departing daily, so I guess it makes sense to add Titanium to the access.
I don't check baggage and rarely need to see an agent. Without airside access, I don't see a lot of value.
